Costs
There is an option for investors in a Processing Zone, for those who invest
at least Two Hundred and Fifty Thousand Dollars (US $250,000.00). This is based
on Law 25 of 1992.
Where the investor has dependents who will also be included in the
application, an additional US$2,000.00 capital per dependent must be invested.
- Register with the Immigration Department
- Incorporate the Company, get the business license, register with Social
Security and set up the payroll (see
Doing Business in Panama);
- Register in the Processing Zone and with the Ministry of Commerce;
- Apply for the Immigrant Visa as an Investor in a Processing Zone;
- Receive your temporary permit for a 3-month period (Provisional Residency Permit) from the
Immigration Department. If you would like to be able to travel out of
the country, you will also need to get the 3-month
Multiple
Entry/Exit Permit;
- Upon approval of your visa, you will be issued a 2-year residency card;
- Before your Provisional Residency Permit expires (at the end of the 2
years), you should
apply for Permanent Residency as an Immigrant Investor;
- You will be granted at this time another temporary permit (3-months) while your
paperwork is reviewed;
- Granting of your Permanent Residency by the Immigration Department, and
issuance of the letter to the Civil Registry authorising the granting of a
Cédula (see explanation regarding cédulas);
- Go to the Civil Registry and get your Cédula;
- After 5 years of Permanent Residence, you will be eligible to apply for
naturalisation and citizenship.

Investment Certification, issued by the Promotional
Export National Direction of the Ministry of Commerce; |

Letter issued by the developer (of the Processing Zone),
certifying that the project requires the permit, according to the
feasibility study presented by the company; |
 |
Bank Reference Letter, certifying that the funds invested
in the company are from overseas and belong to the applicant. |

Documents of
the Corporation which evidence the Investment (if you don't already have
a corporation set up, we can
incorporate
a company for you here in Panama). This corporation must have an
authorised capital of no less than the amount you are investing in the
company and the articles of incorporation must state that the company can
only issue registered shares (bearer shares may not be permitted).

In addition to the documents presented above, you must
present:
- Certificate of Good Standing of the applicant - by
the tax authorities
- Sworn Income Tax Return of the company, with the corresponding receipt of
payment (if copies are presented, these must be duly authenticated by the
Ministry of Economy and Finance)
- Copy of Form-03 submitted to the Ministry of Economy & Finance,
submitted with the Tax Return;
- Certificate of Good Standing issued by the Social Security Board in favour
of the company. We also recommend attaching copies of the last
6 payrolls presented to the Social Security Board.
