Stikeman Elliott Report "Towards a Level Playing Field" prepared for the
Society of Trust and Estate Practitioners (STEP) and the International Tax and
Investment Organisation (ITIO), which is a direct response to the OECD’s study
of 2001 entitled “Behind the Corporate Veil” and intended as a contribution to
the debate on the misuse of corporate vehicles.

the Corporate Veil: Using Corporate Entities for Illicit Purposes".
Behind the Corporate Veil
concludes that the types of corporate entities that are most frequently
misused are those that provide the greatest degree of anonymity to their
beneficial owners. In response, the OECD calls on governments and other
relevant authorities to ensure they are able to obtain information on the
beneficial ownership and control of corporate entities and, where appropriate,
to share this information with law enforcement authorities domestically and
internationally. Nevertheless, the Stikeman Elliott report provides a
focus on the short-comings of the focus on "offshore" jurisdictions only.

Before requesting the establishment of an offshore company or structure of
any kind, we recommend that clients seek appropriate tax advice in their country
of origin rather than simply relying on information found on the internet.
Although we are completely comfortable with the use of offshore entities for asset
protection and privacy purposes, we are aware that many clients seek to use
